Description :

Our client is currently completely reviewing its financial management approach related to assets. A program has been started with, as a goal, the delivery of a new budgeting approach, a new budget and cost follow up governance for asset related OPEX costs, a new cost structure within SAP and new reporting developments.

The program has been structured into 5 streams. Stream 2 focuses on the budget governance. The main goals of stream 2 are the following:
  • Budget ownership will move from field to asset manager as they are responsible for their fleet overall performance
  • Need to ensure transformations programs savings are realized
  • Budgets could be built with a more bottom up approach based on activities and asset base instead of history. Better usage of SAP with stage gate and validation process
  • The scope of this stream concerns the OPEX and CAPEX budget elaboration process, including the evaluation of needed resources (work program), R&R and involved decision boards. It also concerns the R&R within the best estimate process
  • Methodology for stream 2 will include following elements: as is description, benchmarking with other companies, fip gap analysis (needs will be captured in another stream), new process proposal (some workshops necessary), validation of new process in decision boards.
In this context, our client is looking for a project support under the direction of the stream 2 leader.


  • Consolidate benchmarking data into a self-sustaining report, bring own experience to enrich benchmarking data, ...
  • Finalize a documentation of the as is process
  • Perform a fit gap analysis with the desired end result
  • Develop a proposal for a new process based on gap analysis, benchmarking,...
  • Allow challenge of this proposal by all relevant stakeholders (asset managers, Controlling,...)
  • Support the validation process in the decision boards


  • Master in financial management or civil engineer
  • Ideally, technical background with good knowledge of financial management
  • Some relevant experience in similar projects: minimum 5 years of experience
  • Good communication skills
  • FR/NL/EN


3-month part-time (60%) freelance contract (extendable)
